The PEI Department of Finance and Treasury Board Secretariat aims to encourage the development of an innovative, diverse and inclusive workforce which enables the organization to realize its goals. Reporting to the Director of Finance for the Department of Justice & Public Safety, this position provides leadership, management and direction in the various services provided by the Finance Section that contribute to the effective financial management of the Department. These services include financial management, budget development and fiscal management, contract management, program analysis and audit, and federal funding claims. The Manager provides consultation and assistance to Departmental Directors, Managers and Staff. This is a senior financial management position within the Department and is responsible for policy guidance on most fiscal matters including expenditure and revenue initiatives and analysis and consequently, works closely with the Director of Finance on most significant matters

Duties Include:
–    Provide leadership and direction to senior officials, managers and staff on financial management matters;
–    Provide direction, guidance and support to the Finance Teams;
–    Develop, implement and maintain internal financial controls, policies, processes and systems, including the oversight of accounts receivable, accounts payable, and procurement processes to ensure compliance with the Financial Administration Act, Procurement of Goods Act, Collective Agreement, Treasury Board Policies, as well as corporate and departmental pro-cesses;
–    Lead the process of year-end accounting for Public Accounts;
–    Coordinate, prepare and / or review Treasury Board or Executive Council submissions on all matters related to financial admin-istration including federal / provincial agreements, grants / funding agreements, HR requirements, supplemental funding, new programs;
–    Liaise with the Comptroller’s Office, Fiscal Management and Auditor General’s Office on financial management matters;
–    Provide guidance, advice and assistance to senior officials in the determination of appropriate budget provisions and fore-casting practices;
–    Prepare annual management plans, detailed budget estimates, capital budgets, salary budgets and quarterly forecast esti-mates in an accurate, complete and timely basis;
–    Develop, conduct and / or oversee evaluations on the financial and administrative aspects of programs delivered by the Department;
–    Direct the performance of audits / reconciliations of accounts and programs;
–    Oversee the administration of departmental contracts and agreements programs;
–    Other duties as required.

Minimum Qualifications:
–    Recognized post-secondary degree in business administration or a related field;
–    Professional Accounting Designation;
–    Considerable experience in a financial administration position;
–    Considerable experience in Budget cycles and budget preparation;
–    Supervisory experience;
–    Experience in program management;
–    Considerable advanced experience in creating and working with computer spreadsheets (analysis tools; pivot tables; com-plex formulas);
–    Extensive experience using Oracle financial applications, (FIS, Discoverer, Hyperion);
–    Demonstrated equivalencies will be considered;
–    Proven analytical and problem-solving skills;
–    Ability to achieve and maintain enhanced security clearance, which is renewable;
–    Must hold a valid driver’s license;
–    Applicants must have a good previous work and attendance record.  The successful applicant must provide a satisfactory Criminal Records Check prior to beginning employment.
